Senior Website Product Manager Job at Devon County Council – in Exeter

Job Description

This is an ideal opportunity for an experienced web and digital professional to join the Communications Team at Devon County Council as our Senior Website Product Manager

We strive to deliver outstanding websites and online services to our users – the people of Devon. At a time when trust and clear communications have never been more important, local authorities have a crucial role in managing the local response and recovery to COVID-19, in addition to existing responsibilities.

Shaping these services requires exceptional creative thinking and a fundamental understanding of how user need can be met. This is a chance to use your knowledge, skills and experience to be a crucial part of this work and to influence and shape communication across Devon County Council and with the authority’s partners.

It is our goal to achieve the highest possible standards; we aspire to follow the Local Government Digital Service Standard. The organisation is committed to achieving this by adopting a user-centred, Agile approach that is reflected in our key digital principles, and we have signed up to the Local Digital Declaration.

As a Senior Website Product Manager, you’ll be responsible for managing the delivery of information and advice via websites and online services by providing direction to a multidisciplinary delivery team, and reporting to the Digital Manager Operations Lead and senior management. You will create a vision for our websites based on your understanding of user needs. You will help the team build the right things in the right order by developing and prioritising product roadmaps and backlogs. You will be responsible for engaging with stakeholders and users to ensure they are clear on the benefits of the product and that their feedback is being used to inform ongoing improvements.

As a product manager, you will work on exciting products in support of websites and services that are relevant to every household and business in Devon. It is an opportunity to work with a team of committed and talented developers, designers, analysts and content editors who share a passion for making local government better.

What we can offer

We actively support and encourage creativity and innovation within our team. If you have a passion for pulling together and leading projects that will deliver an excellent user experience, joining us could be a perfect opportunity for you. We have responsibility for shaping online services for one of the largest organisations in the south-west and we pride ourselves as being a proactive, forward-thinking local authority when it comes to all things digital.

You will be part of a friendly, skilled and professional team, working alongside other web developers, content designers, graphic designers, marketing professionals and our newly formed Digital Transformation Team.

As the largest employer in Devon, Devon County Council can also offer additional benefits such as support with, and access to flexible working, personal development, relevant events and training, and enrolment in the Local Government Pension Scheme.

Of course, Devon is also a great place to live and work! With two coastlines, beautiful and world-class landscapes (for example Dartmoor, Exmoor, the Jurassic Coast), the vibrant city of Exeter and only two hours from London by train, Devon provides a fantastic quality of life. However, we are also prepared to consider remote working for this role from elsewhere in the UK, but note that there will be occasions when the post-holder will be required to be present in Devon.

Who we are looking for

We are looking for someone with existing, thorough knowledge of the process of designing and developing websites, and the experience of managing an interdisciplinary team to deliver. You will be responsible for organising the design, development and maintenance of sites across our wide portfolio of websites, at all times focusing on user need and experience.

The ideal candidate will have the following skills and experience:

  • Experience of managing website development projects with a passion for delivering and evolving great digital products by leading multi-disciplinary teams
  • Experience of creating, maintaining and prioritising product backlogs to direct the work of a delivery team
  • Experience of engaging with users and turning user insight into product improvements
  • Familiarity with the setting, monitoring and reporting measurable product performance targets
  • Familiarity with a range of agile delivery techniques and tools
  • Have strong verbal, written and visual communication skills that you can tailor to the needs of the audience
  • As a multi-disciplinary team focused on great user experience and design, any additional experience or knowledge of disciplines such as service design, user interaction design, graphic design or content design would be helpful

You will need to be able to work effectively and collaboratively in a multidisciplinary team that is developing an agile approach. You will also need to be able to work independently, using your initiative to problem-solve and delegate. The role will also involve communicating our work to managers, staff and service users, and supporting other officers to develop publish content online.

This is a fast-moving work environment and you will need to be able to handle multiple tasks at the same time and prioritise jobs as they come in.

This is an exciting time to be part of the Communications Team at Devon County Council and offers an opportunity to help shape the future of digital services for the people of Devon.
