One of the main threats posed to the protection of the marine environments around the UK Overseas Territories (UKOTs) is Illegal, Unreported and Unregulated (IUU) fishing. The Blue Belt team’s Compliance and Enforcement unit provides advice and support to the UKOTs to address illegal activity through remote surveillance and monitoring.

Large amounts of data are available that have significant potential to help inform the UKOTs in their and support Blue Belt compliance and enforcement activity. The Senior Data Officer will be responsible for identifying, obtaining and synthesising the wide range of data available both internally and externally in order to develop packages that will support the UKOTs in their operational delivery and decision making. For example, Regional Fisheries Management Organisations (RFMOs) publish large datasets relating to transhipment activity in the vicinity of various Blue Belt UK Overseas Territories. The successful candidate will be responsible for proactively obtaining data sets like these, and interpreting them to identify where and when the enforcement risks present themselves. This, in turn, will inform how, where and when satellite imagery may be used to monitor these threats.

Many of the datasets available have a spatial aspect that lends itself strongly to GIS analysis, such as mapping the distribution of detections from intelligence reports, or the positions of fishing vessel detections from satellite imagery. Many of the systems we use also require the development of shapefiles, or other mapping elements. The successful candidate will therefore have a sound, practical working knowledge of GIS in this context.

The Senior Data Officer will provide day-to-day support to the Blue Belt Compliance & Enforcement Unit, and specifically the intelligence management functions. They will also manage a small team of analysts and within the Blue Belt Surveillance & Intelligence Hub (BBSIH), and will proactively identify opportunities to develop intelligence packages using new and existing data sets.

The work of the Blue Belt Compliance & Enforcement Unit is extremely varied and dynamic. The post holder will therefore need to be proactive and show initiative, but there is considerable scope for identifying and developing new and exciting work areas, and to work closely with a wide range of internal and external delivery partners.
