Summary

The Post-16 Skills and Strategy Directorate in DfE is leading the Government’s programme to reform our post-16 skills system. Reform of further education (FE) is the Secretary of State’s top priority alongside the response to the Covid pandemic and at the heart of the government’s agenda to level up and improve economic outcomes across the country.

G7 strategy lead x 2

Locations: Bristol BS1 6EH, Coventry CV1 2WT, Darlington DL1 5QE, Leeds LS2 8ER, Manchester M1 2WD, Newcastle NE1 8QH, Nottingham NG1 6HJ, Sheffield S1 2FJ and London SW1P 3BT

Responsibilities will include:
Scoping, planning and leading strategy projects to ensure effective delivery of policies in the Skills for Jobs White Paper;

Working with analysts to extend and enhance the evidence base behind skills policies and interventions;

Identifying and coordinating or leading on pieces of work that support cross-cutting policy deliverables within skills reform; and,

Working closely with Strategy Unit, Delivery Unit, 10DU and others to ensure that skills reform strategy remains aligned with broader departmental and government strategy and ensuring strategic analysis and projects are joined up.

Responsibilities will include:
Identifying gaps, overlaps and inconsistencies across delivery of reform and working closely with wider policy teams to ensure that overall ambitions are being met as we start delivery;

Leading on cross-cutting areas of work across the portfolio including working with a range of policy teams/ functions and briefing senior leadership;

Developing the Skills Reform Board as a key governance mechanism for portfolio oversight and decision making, and embedding portfolio governance including preparation for assurance reviews; and,

Managing reporting to HMT, No10 Policy Unit and 10DU on skills reform delivery and leading regular briefings with ministers and senior officials.

Essential Criteria

Experience working in a policy or strategy related role, or

A delivery or PMO role

Excellent stakeholder management skills

Excellent written and verbal communication skills

Ability to work across a wide portfolio and deliver at pace

Desirable Criteria

Analytical experience, including numerical or statistical analysis

Knowledge of the post-16 skills system in England

Experience of working on short strategic or consulting projects or experience of portfolio or programme management

Desirable criteria will only be assessed in the event of a tie break situation to make an informed decision.
